Xindu District Poised to Renovate Off-street Alleys
On November 22, a group of the heads of Xindu authorities, led by Xu Xingguo, Secretary of the CPC Committee of Xindu District, launched a survey on the renovation of off-street alleys. Among the panel is Pan Jie, Deputy Secretary of the CPC Committee of Xindu District.
The group visited Donghuan Road and Wenjiayi Alley in Xindu to inspect the progress of renovation.
In the symposium following the survey, Xu Xingguo debriefed Xindu sub-district offices and the Urban Management Bureau concerning the achievements of off-street alley renovation in keeping with the governance of rural and urban communities.
Xu Xingguo proposed the following five requirements on the renovation of off-street alleys on the basis of the governance of rural and urban communities:
First, Xindu should follow through the guidelines of the 19th National Congress of the Communist Party of China. It is necessary for Xindu to digest the socialism with Chinese characteristics in this new era and translate the requirements and deployment of the central, provincial and municipal CPC committees into substantial actions. In the meantime, the renovation should be made Xindu’s top agenda in combination with a thorough comprehension of the governance of rural and urban communities and the significance of renovation. The renovation should highlight the idea of “people first and foremost”.
Second, all imperative ideas must be implemented. Xindu should translate the idea of the governance of rural and urban communities into practice and turn it into the example and goal of Xindu; every community should embody the requirements in exhaustive work plans.
Third, Xindu should set high standard for the work. It is essential for the district to summarize the effective ways adopted in the renovation of other ageing yards and lay a solid foundation for next steps to enlarge the scope of and level up the work; in accordance with the philosophy of “Integration of Four Forms”, and learn from the successful practice inside and outside Sichuan Province and Chengdu City. It is noteworthy that the renovation should be pushed forward with high standard and high quality.
Fourth, the people come first. The renovation should be aimed at meeting the demand and visions of residents for better life, giving full play to the dominant role of residents, tackling problems of the community and serving as the standpoint of subsequent undertakings.
Fifth, emphasis should be laid on the benefits. Xindu should attach great importance of political, economic and social benefits; curb the cost to realize sustainability of community services; draw professional and brand-name teams into the work and upgrade the industry pattern and services; integrate resources and jointly manage the work in order to exert integrated demonstration effect for others; as the hardware gets bumped up, the working system, successful practice and fresh ideas should be concluded and replicated in other areas of Xindu as well.
